District 1 Director/Vice President—Cristi Clement | In 2006, Ms. Clement retired as a U.S. Air Force civilian employee after serving 24 years as a Contracting Officer. Ms. Clement held unlimited dollar authority to bind the U.S. government while negotiating and managing complex, multi-million dollar contracts for major weapon systems, large facility and infrastructure projects inclusive of power generation/distribution, aerospace launch programs, information technology and communications systems at Air Force installations in the U.S. and in Europe. During her career, Ms. Clement also served as advocate for U.S. Small Business sector and ensured Small Business had fair access to contract opportunities even in classified arenas. Ms. Clement served on Small Business Economic Development Councils, was Air Force liaison to the Small Business Administration for 10 years, and was the Rhineland-Pfalz (Germany) Chapter President of the National Contract Management Association for two terms. Prior to her Air Force career, Ms. Clement spent 13 years working as a systems analyst/programmer for Union Equity Co-operative Exchange, a six-state regional commodities co-op, involved in international trading and grain exports. Ms. Clement received her B.A.(with honors) from University of Oklahoma and her M.A.(with honors) in Procurement and Acquisition Management from Webster University, St. Louis Mo. She resides in Marble Falls with her husband, Doug Moore, who retired from the Air Force after a 47-year career in public affairs and media relations.

Williams | Mr. Williams is an active project manager with more than two decades of experience in the electric utility industry. His professional experience includes nuclear, fossil, hydro, and wind energy generation projects for both the commercial and military sectors. Mr. Williams has negotiated contracts, managed field activities, and provided director-level oversight for multimillion-dollar capital projects, including multiple Clean Air Act initiatives, totaling well over $1 billion. He is a U.S. Naval Submarine Force veteran with more than eight years of active duty. He holds multiple certifications, including Project Management Professional (PMP), Leadership in Energy and Environmental Design Professional Accreditation (LEED AP), U.S. Naval Nuclear Engineering Supervisor, and Engineering Management from the University of South Carolina. Mr. Williams resides in Georgetown with his wife Karen, where both are active supporters of local civic and charitable organizations.
Elected: June 21, 2008 Last election: 2008 Next election: 2011 | District 3 Director/Secretary-Treasurer—Kathryn Scanlon | Ms. Scanlon is an Associate Wealth Advisor for Planning Works, Inc. She was previously a director for the Greater Northwest Austin Chamber of Commerce, president of the Austin Chapter of the American Society of Women Accountants, and owned her own CPA firm for ten years. Ms. Scanlon is also a former controller for Medianet (now Trade One Marketing), financial advisor with AXA Advisors, and CFO for three companies: Southwest Recreational Industries, Littlefield Corporation, and Jardine Foods. She is also a CPA, Certified Financial Planner (CFP®), and has received licenses for Series 7 and 66 securities, life insurance, and health insurance. Ms. Scanlon volunteers for Family Eldercare and Mobile Loaves and Fishes, and previously served as a volunteer tax preparer for Community Foundation in Austin. Ms. Scanlon received a B.B.A. in Accounting, with honors, from the University of Texas. She has lived in Austin for 35 years.

Harmon | Mr. Harmon has served on the boards of the Dripping Springs Water Supply Corporation, the Hays County Livestock Association, and the Dripping Springs Volunteer Fire Department. He has coached youth soccer and baseball in Dripping Springs, been a member of the Dripping Springs Lions Club, and volunteered as an emergency medical technician. An Army veteran and self-employed cattle rancher, Mr. Harmon holds a degree in business management from Texas A&M University.
Appointed: October 13, 1975 Last election: 2007 Next election: 2010 | District 5 Director—R. B. Felps | Mr. Felps has served on the boards of Cattleman's National Bank, Ranchers Savings Association, and Johnson City Bank. He has been an officer or director for the Blanco County Central Appraisal District, the National Association of Trailer Manufacturers, the Lyndon B. Johnson Memorial Hospital, and the Blanco County Property Owners Association. Mr. Felps actively supports the Blanco County Fair Association and its Rodeo Committee, the Blanco County Youth Council, and various youth organizations in his area. He is the director and president of Felps Manufacturing Corporation and is also active in cattle ranching. Mr. Felps has lived in Blanco County for more than 49 years.
Appointed: March 21, 1994 Last election: 2007 Next election: 2010 | District 6 Director/President—Larry Landaker | Larry Landaker is a licensed real estate agent associated with Keller Williams Realty. Mr. Landaker has been consistently recognized by Keller Williams as a top-producing mega-agent specializing in residential and land properties in the Texas Hill Country. Until his election to the PEC Board, Mr. Landaker served on the board of the Wimberley Valley Watershed Association. He was instrumental in the acquisition of several parcels of land surrounding Jacob’s Well that established the Jacob’s Well Natural Area. He also is a member of the Wimberley Players and a founding member of Second Act Troupe.
For 25 years, Mr. Landaker was a broadcast and cable television executive. He served as President and General Manager of WEVU-TV (ABC) in Naples, Florida; Vice President and General Manager of KJTV-TV (FOX) in Lubbock, and General Sales Manager of KEYE-TV (CBS) in Austin. He was instrumental in the launch of Time Warner Cable’s News 8 Austin, Austin’s 24-hour news and weather channel. During Mr. Landaker’s tenure in Florida, his on-air editorials were recognized by the Florida Associated Press as “best in the state.”
Mr. Landaker received his B.S. from the University of Rio Grande (Ohio) and his M.S. in Radio, Television, and Film from Miami University (Ohio). He resides in Wimberley with his wife, Betsy. Their daughter, Holly, attends the University of Oregon.
Elected: June 20, 2009 Last election: 2009 Next election: 2012 | District 7 Director—Dr. Patrick Cox | Patrick Cox, Ph.D., is Associate Director at the Center for American History at the University of Texas. In addition, Dr. Cox serves as President of the Wimberley Valley Watershed Association and is past president of the Wimberley Lions Club. He also is an ordained elder in the Presbyterian Church, a member of Who's Who in America and the Philosophical Society of Texas, and is an ex officio board member of the Friends of John Nance Garner and the Friends of Sam Rayburn.
Dr. Cox is a former Assistant Land Commissioner in the Texas General Land Office. He also served as President of the Barton Springs Edwards Aquifer District and was Executive Director of the Sustainable Energy and Economic Development Coalition. He also was an award-winning editor of The Wimberley View.
Dr. Cox received his Doctorate in History and his B.A. from the University of Texas, and his M.A. in History from Texas State University. He resides in Wimberley with his wife Brenda. Their daughter Lauren is an honors graduate of Southwestern University.
Elected: June 21, 2008 Last election: 2009 Next election: 2012 | Advisory Director-at-Large—Lamont Ramage | Mr. Ramage is currently the Hays County Justice of the Peace for Precinct 5. He has also served as mayor of the City of Hays and as a trustee and president of the Hays Consolidated Independent School District board. Mr. Ramage has also been a board member of the Hays-Caldwell Council for Alcohol and Drug Abuse, and for 20 years was a supervising U.S. probation officer for the U.S. District Court, Western District of Texas. He served in the United States Marine Corps, earned bachelor's and master's degrees from Sam Houston State University, and has lived in Hays County for more than 38 years.
