Prior to the 2008 election, PEC's Board revised its election rules to ensure a more open, democratic process. The proxy system was eliminated, and members were able to cast their ballots for candidates by mail, online, or in person at the 2008 PEC Annual Membership Meeting.

PEC hired Election Services Corporation (ESC), an independent election services company, to receive and tabulate all ballots. More than 30,700 votes, including 407 submitted in person at the annual meeting on June 21, 2008, were cast to elect three voting directors and two advisory directors. The winners of the 2008 PEC Board election were: James E. Williams, District 2 Director; Kathryn Scanlon, District 3 Director; Dr. Patrick Cox, District 7 Director; James Spellman, District 5 Advisory Director; and Dr. Charles Tesar, District 6 Advisory Director.
