Navigant Consulting, Inc.'s, report regarding PEC business policies and practices was presented to PEC's Board and membership at a Special Called Meeting on December 16, 2008. The investigation covered 10 years of PEC's financial and management operations dating back from December 31, 2007, with an emphasis on the last five years.
