Residential Rebate Program

PEC’s rebate program is more robust than ever, and now includes multiple rebate incentives, online energy-saving resources, and a dedicated team of Energy Service experts prepared to assist our members with their conservation efforts.

The program now includes rebate incentives to residential members for the following energy-efficient measures: replacement of heating, ventilation and air conditioning (HVAC) systems, HVAC Tune-ups, and solar screen installation. To qualify, you must meet all program eligibility criteria and satisfy all installation requirements.

Program Overview

Participating in PEC’s Residential Rebate Program is simple; requirements are outlined below, see member and installer registration to the right of the page for creating a login and for submission of a rebate application.  Members may choose to have their contractor submit their application by providing a completed Member Authorization Form.

Heating, Ventilation, and Air-Conditioning (HVAC) systems

Installation requirements

  1. Installation must be performed by a licensed HVAC contractor with a valid Texas Air Conditioning License.
  2. For each HVAC system replacement, the indoor and outdoor units must be replaced on the same date.
  3. The combination of indoor and outdoor units must have a valid AHRI reference number, which can be provided by your HVAC contractor.
  4. The new HVAC system’s AHRI rated efficiency values must satisfy the following:
    • SEER greater than or equal to 16.0.
    • EER greater than or equal to 12.5.
    • HSPF greater than or equal to 8.5 (heat pumps only).
  5. The new HVAC system’s capacity must not exceed 65,000 BTU/hour (5.4 tons).
  6. The new HVAC system(s) must be properly sized to the dwelling, according to ASHRAE or ACCA Manual J standards.
  7. Rebate up to $300 per unit, (maximum $1200 payout) per program year, per site.
    • Incentives are in the form of a bill credit after all requirements are met and application approved.
    • Dual-fuel Heat Pumps are paid at $300 per unit, (maximum $1200 payout) per program year, per site.
    • Mini-splits are paid at $300 per unit, (maximum $1200 payout) per program year, per site.
    • A/C with electric furnace units are not applicable.

Additional HVAC requirements

  1. Ground Source Heat Pumps (GSHP) must meet the following energy efficiency levels based on unit type for EER, COP, and BTUh per ENERGY STAR requirements:
    • Maximum Rated Heating/Cooling Capacity-BTUh is 65,000
      • Closed Loop Water-to-Air
        • Cooling Mode (Min. EER): 17.1
        • Heating Mode (Min. COP): 3.6
      • Open Loop Water-to-Air
        • Min. EER: 21.1
        • Min. COP: 4.1
      • Closed Loop Water-to-Water
        • Min. EER: 16.1
        • Min. COP: 3.1
      • Open Loop Water-to-Water
        • Min. EER: 20.1
        • Min. COP: 3.5
      • Direct Geoexchange (DGX)
        • Min. EER: 16.0
        • Min. COP: 3.6
    • Rebate up to $300 per ton, (maximum $1,200 payout) per program year, per site.

HVAC Tune-ups

Requirements

  1. Servicing must be done by licensed contractor with a valid Texas Air Conditioning License.
  2. An itemized receipt for all required work performed, including system type and heating and cooling capacity, signed by the licensed contractor.
  3. A completed contractor checklist for required services must be signed by the licensed contractor.
  4. Required servicing must include:
    • Refrigerant charge check
    • Inspection of both inside and outside units for proper operation
    • Clean out side coil and inspect inside coil for cleanliness
    • Check thermostat calibration
  5. Rebate up to $100 per unit, up to 3 units; (maximum $300 payout) per program year, not to exceed paid amount on required itemized receipt.
    • Incentives are in the form of a bill credit after all requirements are met and the application approved.

Solar screen rebate requirements

  1. Must be installed on west and southern exposures (southeast, south, southwest, west, northwest).  No north or eastern exposure installations will be accepted.
  2. A minimum of at least a 65% Solar Heat Gain Coefficient.
  3. An itemized invoice stating number of screens and size of each screen.
  4. Rebate up to $100 per program year. ($7.50 per 3’X5 window or 15 sq. ft. of installed screen, or .50 cents a square foot)
    • Incentives are in the form of a bill credit after all requirements are met and the application approved.

**PEC’s Residential Rebate Program is subject to change without prior notice and is only available while funds last. Rebate applications will be honored on a first come, first served basis. All rebate applications must be submitted within 60 days of install (for HVAC replacement units and solar screens) and/or tune-up of HVAC equipment.  Installations completed within a given program year will only be eligible for that funded program year and cannot qualify for the preceding or subsequent year. For example, any installations completed in 2019 are not eligible for rebates in the 2020 program.
